Well, it's not really a dumbed down Photoshop as you would expect, but a completely new product. But pimping any new product with the Photoshop moniker will be more beneficial than not.

A post by John Nack on Adobe's official blog gives us an official taste of the new online interface. Photoshop Express will be web based and free.
